Paul de Jong
Paul has an extensive background over the last 25 years in strategic management, government relations, business development, and labour relations.
Active in a variety of industry initiatives and forums, he has previously served on the Alberta Construction Safety Association (ACSA) Board of Directors, co-chair of the Constructions Owners Association of Alberta (COAA) Respect in Workplace Committee, CLAC Health & Welfare Board of Trustees, and as a Board Member with the Alberta Labour Relations Board (ALRB).
Paul currently serves as chair of the Management Advisory Committee of the University of Alberta Industrial Research Chair (IRC) in Strategic Construction Modeling & Delivery; and, on the BuildForce Board of Directors.
Vice President, Development and Member Relations
Sean has worked for 19 years with senior business and government leaders in the research, development and communication of public policy and strategy. Prior to joining PCA, Sean served as Senior Researcher at Cardus, a leading Canadian public policy firm in the area of construction labour and industrial relations.
In his career, Sean has also served as principal speechwriter and communications advisor to a senior Federal cabinet minister and as a communications consultant for several Canadian cabinet ministers and legislators.
Rieghardt van Enter
Regional Director, British Columbia
Rieghardt has been working in the utility, engineering & construction sectors for the past fifteen years in areas of finance, project-, program-, and contract management, safety, labor relations, business development and executive management. Having been Chair of the Industry Training Authority’s Construction Sector Advisory Group, Board Member of the Council of Construction Associations, President of Line Contractors Association of BC, and other trades industry associations, Rieghardt is familiar with the climate of construction in BC.
Rieghardt originally hails from Plettenberg Bay, South Africa but now resides in Langley BC where he earned his Chartered Professional Accountant (CPA) designation.
Vice President, Policy & Advocacy
Darrel has a deep mix of training and experience that will add depth and breadth to our team and help us expand our policy, advocacy, and government relations – with a special focus upon strengthening our presence and service in the western provinces.
Most recently, Darrel served as GM, Sustainable Development for Upstream Americas at Shell. (Non-technical risk and Aboriginal relations for North, Central and South America, Gulf of Mexico and Deep Water.)
From 2010 – 2012 he was VP of the Manning Centre for Building Democracy, a conservative and free market-oriented think tank in Calgary.
Darrel brings a wealth of experience in government and public policy. He has served Canada’s federal government as Policy Director and Deputy Chief of Staff to Prime Minister Stephen Harper and Chief of Staff to Ministers Rona Ambrose and Jason Kenney. During the Reform years he was Chief of Staff for Preston Manning, Leader of Canada’s Official Opposition.
He holds the degrees of M.A. (Toronto), M.L.S. (Library Science, Toronto) and Ph.D. (Queen’s) and is an Executive Fellow at the School of Public Policy, University of Calgary.
Keri Salvisburg Miller
Vice President, Member Services
Keri Salvisburg Miller is an accomplished Human Resources and Labour Relations professional. Keri’s experience as an Executive in the construction industry saw her leading the full spectrum of human resources and labour relations functions across Canada making her one of the industry’s most well versed in the country’s varied laws, regulations, union environments and giving her a broad understanding of the global construction climate.
Keri is a former member of the Aboriginal Human Resource Council’s Leadership Circle, and has sat on various boards and committees with the Construction Sector Council, Skills Canada, WSIB, and the Employer’s Advocacy Council.
Prior to joining PCA, Keri was the national Head of Human Resources for North America Construction (1993) Ltd (NAC).
Member Services Advisor
Sarah Lockwood is an experienced Human Resources professional with over 15 years in Alberta’s Oil and Gas and construction industries. Sarah’s experience as both a generalist and recruiter in these areas gave her an excellent knowledge base of human resources and labour relations functions.
Originally from eastern Canada, Sarah has graduated with a Bachelor of Arts from the University of New Brunswick and a Masters in Public Relations and Human Resources from McGill University.
Sarah has lived all over Alberta, including Calgary, Fort McMurray, and now Edmonton, which she’s called home for many years. She is a advocate for simpler living and enjoys her tiny home with her husband, two dogs, and a cat.
Prior to joining PCA, Sarah was an HR professional who specialized in site based contracts.
Director, Public Affairs (Western Canada)
Most recently, Mike served as Director of the Manning School of Practical Politics based at the Manning Centre in Calgary, Alberta. During his tenure as Director he taught over 2,000 people via webinars and on-line sessions, and in person events across Canada and at the state-of-the-art Manning Training Centre in Calgary.
He developed these skills serving in a number of different roles for various political candidates and Members of Parliament in BC’s Lower Mainland, and as a senior regional organizer for the Conservative Party of Canada.
Mike holds the degrees of BA and MA, both obtained at Trinity Western University.
He lives in Calgary with his two daughters.
Senior Manager, Public Affairs
Karen has extensive experience in both public policy and construction fields. Prior to joining PCA, Karen served as the Director of Government Relations for the Ontario Road Builders’ Association as well as the VP of Policy and Government Relations for the Council of Ontario Construction Associations. She brings a wealth of knowledge in government procurement practices, as well as issues such as skills training and health & safety.
Karen started her journey in the public affairs arena as an advisor to campaigns and legislators in Michigan.
Director, Finance and Administration
Raheel Virani brings 12 years of cumulative experience in customer service, sales, accounting, payroll, HR, financial reporting, and budgeting/forecasting. Originally from Vancouver, Raheel obtained his BBA degree from Simon Fraser University and subsequently acquired a CMA designation in 2011.
As a professional accountant, Raheel enjoys financial analysis but also appreciates interacting with people. He has a team-first approach and is a big believer in process-improvement and efficiency. He is also a moderator and a marker for CMA and enjoys mentoring candidates.
Juanita joins our team at PCA with extensive administrative experience in both the construction industry and not for profit organizations. Juanita has focused her last 15 years of her career in marketing and events management.
