For PCA Constructor Community, the Dean Report is a Solid Step Forward

EDMONTON, Nov. 24, 2015 /CNW/ – The Progressive Contractors Association of Canada (PCA) see the recently released Dean Report, which provided recommendations to improve decision-making processes at the Ontario College of Trades and clarify its mandate, as a ‘solid step forward’.

“The Progressive Contractors Association of Canada commends Tony Dean for taking a thoughtful, transparent and open approach to this review. Its recommendations are clearly directed at improving the objectivity and evidence-driven nature of the College’s processes”, says Darrel Reid, PCA’s Vice President of Policy and Advocacy.

The report is the culmination of over a year’s worth of consultations conducted by Tony Dean, former Deputy Minister of Labour and Secretary of Cabinet in Ontario. PCA will carefully study the recommendations and work with our member employers regarding the implications of the recommendations, in particular those that focus on:

  • Scopes of Practice for trades;
  • The classification or reclassification of trades; and
  • Enforcement approaches and processes at the College.

“We know Mr. Dean had a tough job, and PCA appreciates the opportunity we had to help inform the recommendations put forward in his report,” says Reid. “The hard work of implementing these recommendations now begins, but PCA believes they are a solid start towards clarifying the College’s mandate and its relevance for Ontario’s construction industry.”

“On behalf of our members, PCA will participate fully as these recommendations work their way through legislation and implementation.”
